lacks one-on-one attention necessary for employers to
evaluate operator comprehension.

OSHA Law states;

CFR 1926.20(b)(4)
The employer shall permit only those employees qualified by
training or experience to operate equipment and machinery.

Employers; You are responsible for permitting or "authorizing"
your operators to operate the equipment on your sites. Do you
have a program in place to train safety aspects of the machine
they operate?
